Reduced authorisation rates from Stripe on 12 February 2026

There was reduced authentication success rates for payments processed by Stripe between 17:49 and 19:53 UTC on 12 February 2026. We can confirm that authorisation rates returned to normal levels after this and we have monitored normal levels throughout the day today. We’re sorry about the late notification of this issue. Services using Worldpay were not affected.

Updated card numbers used for testing

We have updated the card numbers used for testing (https://docs.payments.service.gov.uk/testing_govuk_pay/#mock-card-numbers-and-email-addresses). These card numbers are used for testing accounts that are not live. This is because a card issuer changed the Bank Identification Number (BIN) ranges they use to potentially include numbers we use for testing. This caused an incident. Do not use the card numbers in the range 4000 62** **** 0007 for testing. Use the card number 4111111111111111 instead, which will work the same. If you use the old numbers now, your tests will fail.
Reduced 3DS success rates for Worldpay

3DS success rates via Worldpay have now returned to their normal levels.
Issue with viewing refunded transactions in Self Service

We made some changes to the GOV.UK Pay admin tool, which prevented service users from viewing certain transactions, specifically where transactions had been refunded. Affected service users were presented with an error page when they attempted to view certain individual transactions. We rolled back the change earlier today. Errors stopped immediately on the revert being deployed. The incident is now closed.
